A recommendation from a European for your tandem trip to/through Europe:

Don't do Holland - it's a fun country with extremely nice people (and basically all of them speak English, which is - admittedly - VERY different in France and Italy). However, the country is rather flat and tends to become a bit boring (or should I say lull you to day dreaming while pedaling?). Also, it will require very careful planning with respect to the direction you are taking: The winds are quite rough and will make for a difference of some 15km/h or more between taking the same route east or west, north or south.

Italy and France are both pretty hilly, if you want to do that on a tandem. But there are extremely beautiful areas which the nices countryside and views ever which you can smoothly roll along without getting bored, but without having to work heavily and all the time.
